Nigerians Attending The Hajj To Buy Dollar At A Reduced Rate Of N197

Was this really released by the CBN?..Number 3 on the list kinda puts a question mark on this because of the gbagaun.......

However if this is indeed from the CBN,is this good news for those attending the hajj?
